They actually wanted to call it "nu clear" to kind of sanitise the image of atomic energy but the trade mark lawyers stepped in because there was a brand of deodorant for girls private parts which had claimed the name. Therefore they called it nuclear.

As I understand it, no. but a bit of Googling revealed times when water could stay liquid below the freezing mark.

 

water may be supercooled several degrees below the freezing point if a number of conditions exist. A primary prerequisite is that the water be as pure as possible... that is, free from dust, undissolved minerals or other particles that would form the nucleation sites for crystal formation. Secondly, the water must be undisturbed. Thirdly, the water needs to be agitated to assist in forming crystals. In this scenario, it's possible that water could be cooled to nearly 10 degrees F below freezing before crystallization would occur.
