If SFMM isn't going to run it, they should take it down. If they are going to reopen it, they should move it elsewhere within the park.
Leaving a coaster SBNO---especially right out in front of the park---doesn't make any sense.

No, if you already have a SFoT pass, you're OK. And if you're walking or catching a ride with someone, then no also.
But the Xtreme pass gets you 20% off of food at major food outlets (but not the carts), and 25% off of selected souvenirs.

If I recall, they stopped running the yellow track for awhile before closing the entire ride altogether. Someone told me that it was more prone to valleying than the red side.
I rode both sides. They both sucked equally.

I've only ridden Ninja, but it's a great ride. The only bad thing is the lift at the end. But it's cool to get splashed from Jet Stream during the summer months.
