In the parks folder where the savegame resides, there should be a file entitled [gamename].bak....delete the .bak extension, and you should have a working save again, however, anything built since the last save will be lost...

Yes, there should be some little arrows somewhere on the construction panel to increase/decrease rotation in set increments. Its been several months since I unistalled RCt3, so I'm not quite sure where abouts they are on the panel, I just know they are somewhere there...
