They are thinking of puching the driving age to 18 where I live, but are looking against it due to the farms of the southern part of the state. Driving: WAY back when, it used to be 13 (this was MANY years ago, from what I heard) But now, its 15 for a learners permit and 16 to drive. 18 and up for porn and cigs. 21 and up for alcohol. To clarify the driving part, you have to be 16 to get a learners permit (only allowed to drive with a fully licensed driver supervising you), 18 to get your probationary licence (a few restrictions, such as BAC of .00, less demerit points up your sleeve, cant drive a high powered car etc, in some states you cant do over 100kmhˉ¹), then at 21 you can get your full licence. Also I believe that you have to be 18 to have a full non restricted licence in NY. Meaning you can drive past 9pm and be able to get a ticket and not have your licence taken right away.
