Yes and yes! It happened to me at a road stop along the 401 highway back in July 2014 on my way to Kings Island. It was really awkward walking into the woman's washroom and realizing there weren't any urinals but, luckily a janitor was cleaning the washroom at the time because I would have been awfully embarrassed if they weren't there!
