They were probably in the middle of putting it up/taking it down and didn't put the stabilisers out yet... or put them away too soon. If I were the house owner I'd let them get away with it... That was my favorite flat. ps,i asked the guy to make it gto faster and he did and then i asked how fast it was going and he said 18 rpm which in this case is ruffly 80mph!
