You can go into Create New Scenario and change the backround. Then, save it in Parks. The best backround is the city or tropical island.

Your shuttle loop has no back spike due to budge issues, but your park has a B&M and an Intamin? That really doesn't make much sense. It does. The shuttle loop probably came last, so they spent most of their money on the B&M and Intamin.
