I am not sure if it goes all the way up or not but if they are testing the pumps than they wouldn't need to fill it all the way. Plus you can see the differences between the pools and how the one on the right has rain water.

Oh wow this happened in 1998? What is it with people just now bring up cases about things that happened 10 years ago? Disney is now going through the same thing with Tower of Terror from an incident in 1998 aswell. Like Disney I hope Universal keeps a still back on this other wise people will see this and start walking all over them. I highly doubt people are going to like the park closing the best rides for two shows of WoC when I am sure that only seeing the show once will be enough.

Well remember WoC isn't done yet, and most people who go to DCA have never been to Tokyo Disney. Agreed though that BraviSEAmo! does look better than WoC fire wise
