Did you see a picture of the actual house facade somewhere, or are you just talking about the animated one on the website? The facade featured behind the usher, both here and on the official website, is the entrance to Silver Screams.

Wait.... This surprises you? Why? It's standard procedure. If you leave the line, for any reason, you have to queue up back at the entrance. Attempting to jump back into whatever spot you were previously in WOULD be line jumping. This isn't Six Flags. The rules are enforced, thankfully.

I'd just like to reiterate that this ride is running behind schedule. There is no announced date for opening, and there likely won't be one. Universal just wants this thing open as soon as possible. You'll know when it's open as people will post about it. Until then, all we can do is guess.

The missing incident relates to The Spawning, which takes place in a sewer. The severed incident is more likely connected to Leave It to Cleaver imo.

So someone snuck into Soundstage 23 and the Jaws queue and got a bunch of spoiler photos of the Dracula & Frankenstein houses, as well as Saw . I'm not posting them here, as I don't approve of that sort of thing, but you'll find them if you know where to look.

If any of the guests decided to sue, Disney can't just say "Hey, look, he has a license!" The company will take responsibility because they have to. That's how it works.
