What painting/drawing programs would you recomend?

I'm looking for Painting/Drawing programs for my system. I know virtually nothing about these so any help would be appreciated.

I've got Windows movie maker, which is fine, but that doesn't seem to give any real options on drawing or altering pics or vid's.

Adobe Photoshop (Photo)

Adobe Premier (Video)

 

I also use Vegas a lot for video editing and Macromedia Fireworks for doing quick interfaces.

 

Of course, this is all if price isn't an option.

Adobe Photoshop is probably the best painting program out there. It's pretty expensive though. You can check it out here. http://www.adobe.com/
