It's happened before. Megabyte at California's Great America was designed and named, and even had the trains purchased for it, only for Cedar Fair to realize the actual cost to build it exceeded the $31 million budget they had signed the contract on. That being said, I wouldn't expect Cedar Fair to repeat the same mistake twice.
