Goliath at SFMM

I've always wondered what those little metal round things were for that is on the middle of mmmmost of the Goliath track was for?

 

Does anybody know the answer to this?

They are rungs for looking at the track for cracks and whatnot.

 

I thought there was a cable running through those loops for them to clip onto so they dont fall, but I dont see it in those pictures.

 

Edit: I suppose they just clip onto the loops

Just to expand: When they check steel track, usually they are checking the electronic sensors that go along the track, and the bolts get check as well.
