I worked there last winter in the water park... I believe the next few weeks are considered High Volume Days due to spring break. On these days you can bet that there will not be very many, if any, public water park passes available... so your best bet is to stay in the resort if you want to use the water park since admission is included in the room cost. From what I remember, Friday Evening through Sunday Afternoon will be the worst (Especially between noon and 4pm), because the water park will be full of guest who stayed the night prior and guests who are just starting to show up.

 

I know there was times during spring break where they had to restrict admission due to over crowding, which it wasn't impossible to have 130% capacity during the peak times I listed earlier (capacity is biased on max number of hotel guests). There will be lines, no questions, during this time. I know when I was working at the top of the premiere slide (the big blue bowl, Swahili Swirl) it was common to hear people had waited over an hour just to ride. Most of the wait was due to strict loading procedures and mechanical malfunctions from their raft conveyor. Flow Rider will have a similar wait due to low capacity in general, as long as they have both flow riders open it shouldn't be terrible. The wave pool wont have a wait, obviously, but it will be crowded.
