Identify This Park Train

Can any of you well-traveled people tell me the park where this train is located?

 

It is a newer train named Nairobi Express built by Severn Lamb (UK) and appears to be somewhere in East Asia.

Leofoo Village Theme Park

 

I remember seeing those mascots before and it was from the trip reports from the TPR trip to Taiwan last year.

 

I did a quick google search and matched that train and mascots to the parks website.
