More than likely hes talking about RCT3, I would ask Atari or here.

 

I also think Ccron10 does Custom Tracked Rides too.

 

Now, when you do ask, and get a response. The person doing so will take up a few months before they are done.

It can be done I believe, but I haven't gotten that far though. I am interested in learning how to create Custom Flat Rides and Coaster Cars, but I haven't had the time.

 

The guys over at Atari might help, but I don't know how often they make objects from requests.

 

EDIT: As for the Carolina Cobra Car, I do think somebody at Atari and making one and is pretty far along with work on it, but I don't think a download has been posted for it yet. It might be a dead project.
