I am clueless. Please help. How do you download?

You don't download anything from it (besides scrapyard tracks). The NLDC is simply a free picture hosting service which lets you show 32 pictures of your "WIPs".

Because it means that the track is available for download, just not at the NLDC. I don't use it though, I don't see the point

As I said, it's for WIPs. There are several stages: Planning, In Progress, On Hold, Almost Done, Done - Not Yet Available, Done - Available, Abandoned, Abandoned - Available in the Scrapyard.

 

When you select the done option, it's just to tell people the ride is finished and no longer being worked on. The designer can include links to the file in the description, but that is completely up to them.
