As a person who's from St Louis I'll explain the lack of police. Some cops do drive undercover cars but even then unless you're driving very recklessly they for the most part won't pull you over for speeding unless the flow of traffic of drivers is the speed limit and you're going way above that. If everyone is speeding they go for the most dangerous drivers. Or if it's a major holiday they'll beef the patrolling all of the way up. Or any special events where a lot of people will be in one place they'll be patrolling that more (like the Stanley Cup event)
