Actually... the shot is mine, and it's no where close to "in plain view." It's actually fairly deep in the tunnel (maybe mid-way?) and, I'd guess, it's a place for employees who scout the tunnels to toss loose items. There are also several hats strewn around the tunnels on various poles and under tracks (of course)... My entire flickr set lives here in case anyone wants to check it out and comment or what-not...
