Help making wallpapers

Today, I started trying to make wallpapers for download at my site and I'm stuck. I can't get the image down to exactly 1024x728 or 800x600 using microsoft paint.

 

Any suggestions? Are there any premade templates to use?

 

Any help would be awesome!

If your on XP:

 

http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

 

Download the image resizer and then you can adjust the image to any size or the three defaults.
