I have an update to my original post that includes a coaster absolutely nobody else would rank this high... Mystery Mine.

 

1) Millennium Force and Maverick: 5

 

2) Kumba and Montu: 15

 

3) Lightning Rod and Mystery Mine: 21

 

4) Fury325 and Afterburn: 22

 

5) Phoenix and Twister: 24

Mirabilandia: iSpeed + Katun. You're not going to beat that. Without a doubt, the best one-two punch.

 

Some runners up.

Six Flags Magic Mountain: X2 + Twisted Colossus

Busch Gardens Tampa: Kumba + Montu

Liseberg: Balder + Helix

I'd definitely say that the top duo currently is Superman The Ride and Wicked Cyclone.

 

Katun and iSpeed, Helix and Balder, Python in Bmaboo Forest and Coaster Through the Clouds, and Skyrush and Storm Runner are also definitely up there.

 

However, I believe Movieworld Australia could end up with the best duo once the Mack hyper is finished.

Carowinds: Fury 325 (2) + Afterburn (9) = 11

Six Flags Magic Mountain: Tatsu (5) + Twisted Colossus (8) = 13

Six Flags Great Adventure: El Toro (3) + Bizarro (11) = 14

Knott's Berry Farm: GhostRider (6) + Silver Bullet (13) = 19

Hersheypark: Storm Runner (7) + Fahrenheit (15) = 22

Kings Dominion: Intimidator 305 (1) + Dominator (21) = 22

Knoebels: Phoenix (4) + Flying Turns (20) = 24

Busch Gardens Williamsburg: Apollo's Chariot (10) + Alpengeist (18) = 28

Six Flags Over Georgia: Mindbender (19) + Goliath (26) = 45

Valleyfair: Renegade (14) + Wild Thing (49) = 63

Dorney Park: Hydra (31) + Talon (40) = 71

Six Flags America: Superman: Ride of Steel (43) + Roar (44) = 87

 

Of course, Carowinds drops off badly after the top two. Intimidator sits at 54, so without Fury, the park sits down there with Valleyfair.

After I went and actually ranked everything for the poll, here's a pseudoscientific way of determining which park has the best top 2 coasters (which is not at all related to which ones I think are the best parks overall):

 

1. Cedar Point: Millennium Force (1) and Magnum XL-200 (7) = 8 pts.

2. Holiday World: Voyage (6) and Thunderbird (12) = 18 pts.

3. Knoebels: Phoenix (3) and Twister (16) = 19 pts.

4. Hersheypark: Skyrush (4) and Lightning Racer (23) = 27 pts.

5. Kentucky Kingdom: Lightning Run (14) and Storm Chaser (15) = 29 pts.

6. Dollywood: Mystery Mine (10) and Wild Eagle (20) = 30 pts.

7. SF Magic Mountain: Twisted Colossus (13) and Tatsu (22) = 35 pts.

8. SF Great America: Goliath (17) and X-Flight (19) = 36 pts.

9. Kings Island: Diamondback (9) and The Beast (29) = 38 pts.

10T. Disneyland: Space Mountain (11) and Big Thunder Mountain Railroad (28) = 39 pts.

10T. SF Great Adventure: El Toro (5) and Nitro (34) = 39 pts.

Data taken from my new coasterpoll.com combined ranking. It made this easier to make. I'm surprised to see some parks left the top 15 here. It seems having a handful of great coasters still won't add up. BGW, BGT, KBF, SDC, and Knoebel's were all left out despite having a really solid line up.

I'm sure these un-ridden combos would surely crack this list: I305/Twisted Timbers, Helix/Balder, iSpeed/Katun, Flying Aces/Formula Rossa, Goliath/RMC Robin Hood. But I doubt any will ever beat Steel Vengeance/Maverick.
