Plans for a music-related Mississippi Sound theme park in North Biloxi will be revealed to the City Council today.

 

Glenn Miller will give the council an overview of the plans of a theme park north of Interstate 10 and west of Mississippi 67 in the newly-annexed area of Biloxi. The meeting starts at 1:30 p.m. at City Hall.

 

On the agenda is zoning for the newly-annexed area of the city, said Jerry Creel, community development director.

 

Miller, a developer from Cruger, north of Jackson, is managing partner of most of the annexed area that is known as Pine Haven Development.

 

About half of the 1,200 acres is wetlands, and he told the Biloxi Planning Commission it can have parks, a stage and trails, but no buildings on that portion of the land.

 

Miller said they plan to build a 140-acre theme park plus an amphitheater and "a souped up flea market" similar to one recently built in San Antonio. "It is really nice on 88 acres and has 15 venues in it," he said of the market. "It is like starting 1,500 new businesses that are affordable. It is sort of an incubator for the new businesses." He said the San Antonio venue can host art shows and rodeos, "and it draws about 60,000 people a weekend out in San Antonio. Of course we don't look for it to draw quite that many here," he said, "but it will be a big draw."

 

The developers also have five hotel sites along Mississippi 67, purchased in 2007.

 

"Everybody is familiar with how everything has been upside down but we are getting close to getting some equity partners to help on all the development," Miller told the Planning Commission. He said they are working with three big funds interested in investing in the development.

 

Miller said the development probably would extend across 67 into D'Iberville.

 

Pine Haven property was zoned for 7,400 houses and apartments when it was in the county, Miller said. "We scrapped that. We don't need that." Instead the developers would prefer commercial zoning on the entire property that would support light commercial and retail, he said.

 

The property elevation ranges from 25 feet on one side to 100 feet with a view of casino row.

 

"It is almost like you are sitting in Biloxi on Highway 90 now," he said.

If they start out small they could make a go of it. If they try to do everything at once it will be a failure in my opinion. Do the flea market and amphitheater going to get revenue flowing in. Once you get that going they can work on the theme park and hotels.

Or they could end up being another Uncle Bernie's.
