It is so you don't get wet in the cooler months of the year. The cover comes off in the Summer. With the cover you now have a water ride that can be used all year round. Got it? What gets me is the ride system combined with the videos (just like the old-school simulators in that regard). I prefer the rooms with the physical effects (such as the dragon and the Dementors).
