It doesn't look like the kids even tried to stop the thing. I think I came close to tailgaiting the people in front of me when I got to ride an alpine slide at Big Bear in CA, but no where near close enough to hit anyone. They stop on a dime. I say the fault goes to the complete morons for allowing kids to operate the brake. After this, if they didn't implement an 18 or older rider must operate the brake rule, then they are utter complete morons and should expect more accidents like this.
