This is already a thing. There is a small park with two decent rollercoasters in Ohio called Stricker's Grove that is open to the public 4 days a year.

I've actually thought that a Six Flags in Florida would be a great Idea as long as they were willing to invest in it to the extent that they have Magic Mountain.
